<p>Al Raine was elected the first mayor of the new municipality. He was instrumental in the growth and development of Whistler in the 1970s and 80s. It is now recognized as North America&#8217;s premier ski destination. He is married to Olympic champion and Senator Nancy Greene Raine. These two make a powerful and influential combination to spearhead the future of Sun Peaks.</p>
<p>The first school in the resort, organized by a group of parents, opened in September 2010. The Sun Peaks Discovery Center for Balanced Education is situated at the top of one of the ski lifts. The school, for grades K-5, received a $30,500 donation taken out of the the mayor&#8217;s and council&#8217;s stipends. On line learning is a big part of the program. <p>Recently new noise control bylaws were instituted. The ordinance divides the town into three districts. Residential areas have the lowest limit and the village core, with bars and restaurants, has the highest limit.</p>
<p>Sun Peaks Utilities is planning a local composting facility. They have determined that as the resort grows it is no longer feasible to truck waste to an out of town site. This could also lead to changes in utility rates according to the company.</p>
<p>The municipality potentially could levy taxes. It could happen but the mayor and council do not think that this option will be necessary for several years. HST funds will carry the town in the short term.</p>
<p>With growth comes change. Hopefully it will be for the betterment of the Sun Peaks community as a whole. The system is new and will be tested, but it is working for now. </p>

<p>Possibly the most controversial aspect of student bus passes in Canada is the power of a majority of college students on some campuses to make the passes mandatory. Universities such as the University of Ottawa, the University of Victoria, Saint Mary&#8217;s University, and the University of Western Ontario have organized student referendums where students decided to add bus passes together with their all around tuition and student user fees. At Ottawa this led to a law suit by 9 students against the University felt discriminated against.</p>
<p>Obviously this dilemma has some positives and drawbacks. The really low cost of public transportation for many who use it is an unquestionable incentive. On those campuses the rate was lowered to about a 100 bucks flat for the year! This is very likely because of the boosted volume of sales. The fact that students are forced to get passes would definitely also benefit the overall usage rates. This has excellent spin-off environmental effects, along with the previously mentioned financial ones.</p>
<p>For me personally, the disadvantages are far more prevalent to me. During my time at the University of Manitoba we had a referendum on whether to come up with a mandatory package for public transportation to be supported by all students. I quite frankly can not get past the fact that it shouldn&#8217;t be considered realistic for a negligible majority of students to trample the legal rights of a huge minority and take money out of their wallets to subsidize their chosen mode of transportation. If I remember correctly, there was already a percentage of the money used from parking service fees to help counteract student bus pass costs. This is still a tough sell for me regardless of the environmental benefits. Naturally as a vehicle owner I am definitely bias.</p>
<p>My personal distaste for specific aspects of public transportation is most likely a result of the Winnipeg pubic transit system. Regardless of how much money I was saving I couldn&#8217;t rationalize the constant waste of time. The schedules were hardly ever correct, the constant disrespect of travellers, and the horrible weather aspect of life in Winnipeg, was more than enough to motivate me to get my own vehicle.</p>
<p>However, if I had attended school in British Columbia I would possibly have a very different perspective of student bus passes. After a remark from a local pertaining to her public transportation experience, I reviewed the Vancouver area possibilities. I was amazed by the wonderful deal they got and the fact it was not subsidized by other students (this means it doesn&#8217;t punish the students that walk, bike, or drive to school). <p>In contrast, Winnipeg charges over $70 monthly for its sloppy patchwork of buses. Other monthly public transportation rates for students consist of $89 for a metro pass in Toronto, $41 in Montreal for a merged metro and bus pass, $71 for a student bus pass in Saskatoon, and Calgary didn&#8217;t actually have a student price from the information I have been able to see on their site. The basic adult rate there for a monthly bus pass is $90.</p>
<p>One more thing for people (not just students) who use bus passes should be aware of is the non-refundable tax credit available. For most people you may get a pretty good idea of how much money you should receive on your taxes by multiplying the annual price of your bus passes by .15 (15%). This is a wonderful little reward incentive for people who are already financially and environmentally mindful enough to use public transportation.</p>

<p>One of the most obvious additional costs includes the payment of taxes. Without the same marriage benefits, child benefits, and filing benefits of the heterosexual community, the gay couple will pay out a higher amount of the household money as each individual files separately without benefits. Even something as simple as true deductions have to come under scrutiny to ensure that the wrong deduction doesn&#8217;t end up on the wrong tax return. The average additional taxation for couples of the GLBT community is generally three quarters to even twice the amount paid for a hetero household with the same income requirements.</p>
<p>Health insurance is the next big hitter. Many employers still do not health insurance to the partners&#8217; of gay employees. Even for companies that do offer coverage, the money is taxable income. Heterosexual couples have the benefit of using pre-taxed dollars. The cost of health care when one partner is not insured comes out of the family&#8217;s household but can not be claimed adequately on taxes if it was paid for by the healthy partner.</p>
<p>Most couples in the family that either own property together or they have children together are likely to need legal counsel and representation. Everything from their intentions to their monetary assets must be documented and legally regulated in order to make sure that family heirlooms to children stay within the immediate family. Some gay couples find that even with their legal documentation, they have nothing backing them up.</p>
<p>If a couple wants children they can expect some very high expenses. Men can anticipate adoption fees that can creep into the hundreds of thousands while women can expect to find about seventy five thousand extra dollars in order conceive a child. There are plenty of anti-gay family arguments that have been interjected and debated over this point, but that&#8217;s beside the point. Likewise, the same can be said for minor children under the care of their non-biological parent. Second parent adoptions help to clear up these issues, but few states permit them. A non-biological parent can still be held accountable for the medical bills.</p>
<p>Yes, there are many ways that we can be told to live differently if we don&#8217;t like it. We all know the answer to that. However, when it comes down to everything from opposition to same sex benefits to opposition to same sex marriages, it&#8217;s not a bad idea to put it in black and white how gay couples pay more for living than het couples do.</p>

<p>A survival bag is going to be the main thing you need to survive. Have this bag ready to grab in a seconds notice. Fill this bag with all the gear and food that you will essential need for your survival. Lots and lots of canned food should be packed. Have a plan for you and your loved ones to escape. Practice this plan the same way you would with a tornado and fire drill.</p>
<p>You will need a planned escape route, and you and your family should educate yourselves on basic survival skills. Plan for many different scenarios, because we have no way of knowing which will occur. All we know is what everyone else is saying, and what we are hearing is scary.</p>
<p>You and your loved ones will need to know all of these important skills that could save your life. I know everyone is scared, but we have to learn more before it&#8217;s too late. Do not think that you are educated enough to go walking into the road talking at people about this, it will only scare them.</p>
<p>Anyone that owns a TV has been watching the news and they all know what people are saying about 2012. I personally do not believe that 2012 we be as bad as some are saying. I do however believe that our world is about to undergo some serious changes now whether those changes are good or bad i have not got a clue.</p>
<p>The media is hyping up this 2012 event to keep people scared. I don&#8217;t think it will be the end of the world, but I think were approaching a new age and I don&#8217;t know if it will be good or bad, I just don&#8217;t know. Here are some tips on how to get ready for 2012.</p>
<p>We have talked about the food, I did get a little side traced on the water issue, so just pack plenty of cold bottled water. Do what you will with these tips, I hope they keep you and your family safe but I want one more thing from you, I want you to take one more piece of advice find old loved ones, friends, and family member and just keep them close to you. Make sure you can help them if you can.</p>

			<content:encoded><![CDATA[<p>With flu season coming up, the number of flu incidents is already well ahead of its usual pace. I saw a report on TV a few nights ago that said there have been more illnesses from flu this year than there usually are in a whole season.</p>
<p>Scarily enough, many of the cases (and the deaths) are affecting young children and adults. This is a stark contrast from the usual flu, which strikes the elderly and those already ill the hardest.</p>
<p>This goes against the very nature of almost every illness known to mankind. As a result, the public is rightly concerned.</p>
<p>While people are looking for a way to avoid the effects of the swine flu, those in the medical field are pushing the notion of getting vaccinated to prevent this epidemic from spreading. They say it may cost us a few billions dollars, though the consequences of not acting on this would be far more damaging.</p>
<p>On the other hand, the swine flu is said to only end up killing less than one percent of those afflicted with it. Being that just a fraction of one percent of those will face a death rate, is it worth getting vaccinated from this epidemic?</p>
<p>Others are simply afraid of these vaccines. Very recently, a story in the news covered a woman in the DC area who was left virtually paralyzed after getting a simple vaccination. Incidents like these naturally scare people.</p>
<p>At the end of the day, your decision to vaccinate yourself from H1N1 should really rest on the advice of your medical professional. As someone who has no affiliation with the medical profession, I really can&#8217;t advise you on something like this &#8211; but, I will advise you to speak to your doctor to ask for the best recommended course of action.</p>
<p>There is no doubt that H1N1 will be in the news for quite some time. Unfortunately, this may just be its beginning.</p>

Finally, the number of juveniles in the juvenile justice system has dropped by almost six thousand five hundred in the last ten years.</p>
<p>A new publication, Corrections &#8211; Moving Forward, contains these facts and more as part of the California Department of Corrections and Rehabilitation (CDCR) efforts to provide a consistent and comprehensive understanding of today&#8217;s corrections challenges.</p>
<p>The new report provides much needed information regarding trends in the California corrections system. This information includes inmate population statistics and a look at the role the three strikes law has had on the prisons.</p>
<p>&#8220;Transparency in government begins with making information available to as many people as possible,&#8221; said CDCR Secretary Matthew Cate. &#8220;Through the Internet, our collection of data bases and Office of Research, we have worked hard to keep statistics on offender population and programs current and accessible.</p>
<p>Corrections &#8211; Moving Forward collects key facts from our expansive correctional system into one comprehensive report. As we face the challenges ahead, using current data to reflect on our population demographics will be crucial. We hope you find this new resource helpful in learning more about our agency.&#8221;</p>
<p>This publication has been designed to provide a general overview of significant challenges of California&#8217;s biggest governmental unit. Information is divided by gender, and age in some cases, so that trends facing specific populations can be explored. Information was provided by the Office of Research, CDCR Budget Office, the Division of Juvenile Justice Research branch, Division of Adult Institutions, and Division of Adult Programs.</p>
<p>This report was produced and printed entirely by CDCR staff to minimize cost while providing much needed information for legislative members, department staff, journalists and others interested in an accurate statistical picture of CDCR&#8217;s issues and challenges.</p>
